Legal status
Gambling in Timor-Leste is governed by Decree-Law No. 6/2016 on the regime for the operation of gaming and entertainment. In 2025 the country briefly licensed offshore online operators, but they were required to block Timor-Leste residents and serve only foreign players. In October 2025 a Council of Ministers resolution cancelled the online gambling and betting licences and suspended new applications, citing security risks. No route exists for residents to bet legally online with operators such as 1xBet.

Sport and betting in Timor-Leste (East Timor)
Football is the main sport, and Portuguese clubs such as Benfica, Porto and Sporting have large followings because of the colonial link. The 2025 licensing experiment drew scrutiny after a UN report named Timor-Leste as a possible entry point for transnational online gambling syndicates, which led to the cancellation.
What this means for you
- Do not use VPNs or “mirror” sites to get around the law — accounts opened that way can be closed and winnings withheld, and you may break local law.
- You would have no local regulator to complain to if something went wrong.
- If betting is legal in your country, use operators licensed by your national regulator.
